Registering a customer

Trying to request a capture for 'abc@xyz.com', but am getting the following message below.  I don't see the user in my list.  How can I register him?

The selected user is not authorized for a capture request.

  Dale-

  The user you Requested Capture from is a Partner User.  Partner Users are not eligible for Request Capture. 

  Just ask them to download their own collector and share the results with you.

  Thanks, but this is indeed a customer and not a partner.  He has been with Flagstar for at least 5 years.
